How many social workers needed to change a light bulb?

A social worker (sw) has to check with the professional body standard, then have to check health and safety regulation, then write an innitial and core assessment, using Form ABCD. 

The assessment has to be approved by the sw manager. By the time the manager approved the assessment, the professional body has dissolved, replaced by the new professional body with totaly different and new standards and different Form to fill. 

This one sw then went off sick before submitting the report to panel. A new sw has to be allocated, then do a new assessment onthe same light bulb. when the report completed, the manager went off sick. 

The manager who cover has to read the report and deal with complaint from the service user. an investigation has to be launched and the sw suspended. Investigation took months, by the time unconclusive summary was published, the government changed and the professional body was axed.... 

A few years later the whole nation read the case of the light bulb in a serious case review and Lord dopey of dopeshire was appointed to do inquiries....

Five years after the Lord Dopey inquiry, the light bulb appeared on BBC 2 Newsnight programme, but was not turned on to maintain its anonimity.
